Winnebago County Board Chairman Scott Christiansen says Governor Quinn's 2011 budget plan is unfair to local governments. Christiansen says Quinn's budget plan cuts state income tax revenues owed to cities and counties by 30 percent. Christiansen says the plan would reduce revenues by $1.6 million dollars in Winnebago County and would result in additional budget cuts in public safety and criminal justice. Chrisitansen says Illinois lawmakers should not try to balance their budget on the backs of local cities and counties.
