Quinn budget address/ react

   One Rockford area lawmaker is giving Governor Quinn's budget proposal a thumbs down. Republican State Senator Dave Syverson says he's disappointed by what he says is a lack of reforms, increased borrowing, and an insignificant amount of cuts contained in the Governor's budget plans. Syverson says "The Governor's budget is not only fiscally unsound, it is constitutionally unsound." Syverson adds "The Illinois Constitution requires the Governor to introduce a balanced budget. This budget...by Quinn's own admission...is five billion dollars out of balance." Syverson says he is troubled by the increased debt and borrowing contained in Governor Quinn's spending plan, which takes Illinois from six billion in short term debt to more than $11 billion--the largest amount of debt per capita in the nation.
